Steps for Assessment & Registration Of Firms

Step No. 1
  • Go to website
  • Go to Vendor Registration link
  • Get a User ID and Password through registration

Step No.2
  • "Sign in" with User ID and Password.
  • Open the link to your requirement
    1. Fill in Application for Registration by Manufacturer (ARM) as per Appendix 'A' for New Registration and RFP.
    2. Renewal of Registration / Registration of Additional items Form as Appendix 'F'.
    3. Fill up the form & upload the concerned documents and submit to the concerned SQAE and AHSP.
    4. Kindly Note:

      1. Soft copies of various docs to be uploaded, while filling the application docs should be ready in PDF format beforehand to avoid inactivity time.
      2. Wherever CSV Download format is provided as links, the same should be filled and uploaded.
      3. Inactivity for approx 5 minutes will lead to auto log-out.
Step No. 3
  • After the acceptance of above forms by SQAE/QAE, their reps will scrutinize the documents and a team will visit the Manufacturer to assess the details given in (ARM) application form and complete their Manufacturer Quality Survey Report (MQSR).
  • SQAE/QAE will prepare Manufacturers Registration Report (MRR - Appendix 'C') and process the same with concerned competent authorities.
Step No. 4
  • Competent Authority will intimate acceptance or otherwise to the Manufacturer and also intimate concerned agencies including order placing authorities to include the Manufacturer in their Compendium of Registered Suppliers, if accepted, after approval & issue of registration certificate.
  • SQAE/QAE will prepare Manufacturers Registration Report (MRR - Appendix 'C') and process the same with concerned competent authorities.

ELIGIBILITY CRITERIA

Following categories of firms are eligible for assessment/registration.

  1. General Registration.

    A manufacturer, integrator and firm in Joint venture with minimum two years (preceding years from the date of applying) experience in the field of manufacturing of the specified store/equipment and that production line is still functional to produce the said item may approach concerned Registration Authority to get registered with Defence.

    This may be undertaken for any number of items/stores for which Registration is sought by the manufacturer.

  2. Registration Against RFP/TE.

    Manufacturer who is not registered with DGQA for the items specified in the specific RFP/TE issued by the OPA and wish to participate in the tender may seek Registration against RFP/TE with the concerned Registration Authority.

  3. Renewal of Registration.

    Renewal of Registration will be carried out on self declaration basis by the firm stating that there is no change in the manufacturing capacity and other administrative and technical parameters against which it was previously registered. Documents should be submitted with AHSP 90 days in advance but not less than 60 days before expiry along with Registration Certificate and Appendix ‘F’.

    The manufacturer should have participated in at least one of the tender enquiries in case tender enquiries have been floated to him published in media and there is no adverse feedback from the Order Placing Authority.

    There may be successive renewals.

  4. Registration of Manufacturers for items of Multidiscipline AHSP.

    Registration of manufacturer(s) for items of Multi Discipline may be undertaken as follows:

    1. AsHSP having most complex and critical items for consideration of registration will be considered as Principal AsHSP and all other as sub AsHSP.
    2. The Registration Authority will issue a single Registration Certificate to the manufacturer by grouping all the items AsHSP wise.


ENTITIES NOT ELIGIBLE FOR REGISTRATION

  1. Traders/Dealers/Stockiest/Sole Selling Agent.
  2. Sick Units as defined in the “Sick Industrial Companies (Special Provision) Act
  3. 1985” and which have been declared sick by the Central/State Government Authority.
  4. Black listed firm by the Competent Authority/Govt of India.


PROCEDURE FOR GENERAL REGSITRATION

  1. Step No1.
    Manufacturer may procure a copy of JSG 015:2018 (Fourth Revision) from the below addresses:

  2. Step No 2.
    Application Form for Registration namely ‘Application for manufacturer Registration (AMR) at Appendix ‘A’ may be obtained from nearest competent authority. Alternatively, application form may be downloaded from the DGQA Website (www.dgqadefence.gov.in). Appendix ‘A’ should be submitted strictly by the date as intimated by the OPA in case Registration against RFP/TE as the case may be.
  3. Step No 3.
    1. After acceptance of Appendix ‘A’ designated Authority will nominate an assessment team who will visit the manufacturer’s premises/facility to verify the details submitted in application form and assess the Manufacturer.
    2. The assessment team will prepare the Registration report as per Appendix ‘B’ and ‘C’ of JSG and forward the same to the concerned authority for their vetting and further actions of intimating the Order Placing Authority and other concerned.
    3. Registration Certificate will be awarded in both the cases of registration i.e. General Registration and Registration against RFP/TE.

VALIDITY PERIOD OF GENERAL REGISTRATION/ REGISTRATION AGAINST RFP/TE

Registration Certificate issued to the manufacturer will be valid for 03 years from date of its issue.


REGISTRATION FEE

The Registration fee is chargeable from all prospective manufacturers seeking registration including Govt / Semi Govt Undertakings and PSUs. This fee is non-refundable.

Details of the fee for two under mentioned categories of manufacturers are given as under:

  1. For Initial Registration:
    1. Large Scale Industries -      Rs 25000 + GST (as applicable)
    2. MSME -       Rs 10000 + GST (as applicable)
  2. The registration fee will also be charged in the following contingencies:
    1. For additional items involving new/similar technology/design at any stage after initial registration/renewal. In case of doubt, the decision of registration authority regarding technology being new or otherwise will be final.
    2. Change of location/premises of factory/works of the manufacturer involving fresh visit.

GRADING OF MANUFACTURER

Based on the marks obtained in the MQSR, the following grading will be awarded to Manufacturer:

Points Grading Remarks
(a) 80% and more marks I Fit for Registration.
(b) 70 % to less than 80%marks II Fit for Registration and advice to improve
(c) Less than 70 % marks III Not Fit for Registration

CATEGORIES OF REGISTRATION

Manufacturer will be registered for various categories depending on their infrastructure and capabilities for one or more type of activities like design, development and production. The manufacturers will be categorised as under:

  1. Design, Development & Production (DDP)
  2. (b) Development & Production (DP)
  3. (c) Production (P)

GENERAL TIME FOR REGISTRATION.

  1. General Registration will be completed within 90 days after the receipt of complete set of documents from the intending manufacturers.
  2. Registration against RFP/TE will be completed within 30 days after the receipt of complete documents from the intending manufacturers.

Note:

This Online Registration Portal is mainly for items pertaining to Vehicle Discipline only.

The Manufacturer has to complete the application online and also submit hardcopy of the application to all concerned, as the software is under trial/testing.
