Directorate General of Quality Assurance (DGQA) organization is under Deptt. Of Defence Production, Ministry of Defence was formally established on 27 Sep 1957, though its beginning can be traced back to 1869 when Inspectorate of Armaments established at Ammunition Factory, Kirkee in 1869. DGQA organization is responsible for Quality Assurance of Defence stores produced by Ordnance Factories, Public & Private Sector units as also procured ex-import and provide assistance, advice, documentation to facilitate optimal utilization of equipment from conceptual stage till commissioned out of service. It involves initiation of all actions necessary to ensure that the armed forces get the entire range of arms, ammunition, equipment & stores of the desired quality so as to enhance the combat efficiency and effectiveness of fighting forces.

The role is performed by carrying out multifarious functions like Quality Assurance of Defence Stores and Equipment encompassing quality audit, process audit and surveillance, Technical evaluation of equipments, Participation in Capital Acquisition process, Associating and rendering assistance in Design and Development process by DRDO and OFB, technical support to MoD, Users, Procurement agencies and Private Industry etc..

Directorate General of Quality Assurance (DGQA) is an inter service organization headed by Director General Quality Assurance, with the rank of Lieutenant General and is organized into 11 technology specific Directorates.

MANDATORY DOCUMENTS REQUIRED TO BE SUBMITTED BY THE INTENDED MANUFACTURES SEEKING FOR GENERAL REGISTRATION / REGISTARTION AGAINST RFP/TE

PART_I: ADMINISTRATIVE INFORMATION

  1. Large Scale / MSME Certificate issued by the Competent Authority.
  2. Submit the following document as applicable:
    1. Date of Incorporation Certificate for Private/Public Ltd manufacturer.
    2. Extract of Partnership Deed for Partnership manufacturer.
  3. Certificate of Corporate Identity Number (CIN)/ Company Identification Number (CIN) issued by competent authority.
  4. Valid ISO 9001:2015 Certificate.
  5. Ownership/Lease deed documents along with detailed site plan layout.
  6. Audited Balance Sheet and Profit & loss account statements for previous 03 years.
  7. PAN CARD of the Manufacturer
  8. GST Certificate
  9. Valid Pollution Control Board Certificate issued by Competent Authority.
  10. Digital Signature Certificate issued by NIC

PART-II: TECHNICAL INFORMATION

  1. Details of defence Stores for which Registration sought including Nomenclature of Store, COS Section with Part No, Drawing No and Specification No.
  2. Details of Supply Orders executed during last 03 years with respect to stores /equipment for which registration sought with information viz Order Placing Authority,
  3. No of Manufacturer of Store, Supply Order No & date, Date of last supply and Value in rupees.
  4. List of Plant and Machinery specific to item (s) for which Registration is sought.
  5. List of Tool Room facilities, Measuring Instruments & Test Equipment facilities available.
  6. Valid calibration certificate of Measuring Instrument/Test Equipment.
  7. Undertaking letter on Manufacturer’s letter Head stating that Manufacturer is
  8. committed & willing to supply spares for service life of the store.
  9. Detailed Flow Process chart of each item for which registration sought.
  10. Details of basis of estimated production capacity of the Defence store for which registration is sought.
  11. Self Assessment by the Vendor of Part I & Part II of Appendix “B” to JSG 015:2018.
